BEAR in Mind

Bringing environmental actions for the biodiversity protection across the borders

BEAR in Mind project combines different methods and activities in order to empower and develop capacities of protected areas (PA) administrations and environmental NGOs in Montenegro and Bosnia and Herzegovina and to improve the level of participation of environmental NGOs in policy-making processes, as well as to overcome the administrative boundaries of the countries and implement a new joint management approach that would not only reduce numerous threats to these ecosystems, but also promote the values of European protection standards through implementation of respective biodiversity monitoring while promoting benefits for the inhabitants of surrounding municipalities and Pas. The project ''BEAR in Mind: Bringing environmental actions for the biodiversity protection across the borders’’ is financed by European Union through the IPA II cross-border Cooperation Programme Bosnia and Herzegovina – Montenegro 2014-2020.

The project area is located in the south-eastern part of Bosnia and Herzegovina and the north-western part of Montenegro.

Background:

Effective management of protected areas and biodiversity data are the key challenges for national, regional and ultimately global biodiversity conservation. Constant threats continually pressure limited resources available for protected areas management and biodiversity monitoring what could eventually disturb the integrity of the protected area on the local, national and trans-boundary level and system of nature conservation as a whole. It is needed to urgently improve management capacities of protected areas at all levels. PA managing institutions should have capacity development plans and priorities and environmental institutions have monitoring protocols in line with EU standards and requirements.  Capacity development is required at the level of managing institutions as well as within protected areas. Build capacity for modern PA planning, monitoring and reporting for both protected area site administrations and authorities and learn how environmental institutions to monitor biodiversity in the appropriate way.
